Collapsed roof

Another house up near Port Deposit. I cannot imagine how buildings can be allowed to go to seed like this, does no person/bank own these shacks and the land they sit on? The property doesn't do anyone a bit of good just sitting there with a wrecked house (except ruin explorers like me, obviously).
